Meta's Employment Ad Rules, Explained: Compliant Job Ads in the UAE

Run a job ad on Facebook or Instagram and you are not running a normal ad. Employment campaigns fall under Meta's Special Ad Category - a set of restrictions designed to prevent discriminatory job advertising. Employers who do not know the rules get ads rejected, accounts flagged, or worse: campaigns that quietly break anti-discrimination principles. Here is what actually applies, and how to work well within it.

What Special Ad Category means

Meta requires every employment ad to be declared as such. Once declared, the platform removes the targeting options most likely to discriminate: no age targeting, no gender targeting, and a heavily reduced set of interest and behaviour options. Lookalike audiences are replaced by broader "special ad audiences". These rules exist for good reason - job opportunities are meant to be visible to everyone who could fill them.

The radius rule

Location targeting still works, but not with pinpoint precision: employment ads require a minimum radius around any chosen location - roughly 24 kilometres. You can centre a campaign on your cafe in Abu Dhabi or your site in Jebel Ali, but you cannot slice the map into tiny exclusive zones. In practice this matters less than employers fear: 24 km is commuting distance in every UAE city.

Language is the lever that remains

With demographics off the table, the smart matching happens in the creative itself. An ad written natively in Hindi reaches Hindi speakers because they respond to it - no demographic targeting involved, nothing to be flagged for. This is why multilingual campaigns outperform in the UAE: one role, native quiz ads in English, Arabic, Hindi, Urdu, Tagalog and more, each finding its audience by relevance rather than by profiling.

How Qwiza builds compliance in

Compliance should not depend on every hiring manager memorising ad policy. In Qwiza the rules are structural: campaigns are declared correctly, age and gender targeting simply does not exist in the product, the radius slider will not go below the Meta minimum, and every campaign runs through managed, policy-compliant ad accounts. The campaign you approve cannot break the rules, because the platform will not let it.

What it means for candidates

The same rules that protect employers from policy trouble protect candidates from invisible exclusion. A 45-year-old applicant sees the same barista ad as a 22-year-old; screening happens on questions everyone answers, transparently - availability, certificates, experience - not on characteristics nobody chose. Compliant advertising is not just safer. It is fairer, and fairness widens your talent pool.

Frequently asked questions

Can I target my job ads by age or gender on Meta?

No. Employment campaigns must run as a Special Ad Category, which removes age, gender and certain interest-based targeting entirely. Attempting to work around this risks ad rejection and account penalties - and the restriction applies to every employer, everywhere Meta operates.

Does the minimum radius hurt small businesses?

Less than it seems. The roughly 24-kilometre minimum still keeps a cafe's campaign within commuting distance in most UAE cities, and language-based creative does the fine-grained matching that demographic targeting used to do - legitimately.
